VA Form 20-10207 is not a claim. It is not an Intent to File. It is not a way to skip the line because the claim has been sitting. It is a written request to mark an existing claim for priority — and only if you check a box the August 2023 PDF actually lists, with the evidence that box requires.
What it actually is
VA Form 20-10207 (revision August 2023) is the Priority Processing Request. VA.gov’s own title on that page (updated July 28, 2026) is the first operator fact: for an existing claim. There has to be a compensation, pension, survivors, fiduciary, or Board matter already in the system. Filing 20-10207 with no claim behind it is a request with nothing to prioritize.
VA.gov’s “when to use this form” sentence is one line: request priority “due to certain qualifying circumstances or status.” That is the whole page. The supporting forms hub (updated August 17, 2026) is the same shrug: “certain situations.” The additional forms hub (July 8, 2024) never names 20-10207 at all.
The August 2023 PDF is the list. Item 16 is homelessness or risk of homelessness. Item 17 is the rest of the boxes:
- Extreme financial hardship — eviction or foreclosure notice, past-due utility bills, collection notices from creditors.
- Terminally ill — medical evidence that the illness is terminal. If you want VA to pull private treatment records, attach 21-4142 and 21-4142a.
- ALS (Lou Gehrig’s disease) — medical evidence of the diagnosis. Same 4142/4142a rule if the records are private.
- Very seriously injured/ill or seriously injured/ill (VSI/SI) during military operations — the PDF defines this as a disability from a military operation that will likely result in discharge. DOD determination plus medical evidence.
- Age 85 or older — date of birth.
- Former prisoner of war — DD-214 or service number, branch, dates, internment location, detaining power.
- Medal of Honor or Purple Heart recipient — DD-214 or other information showing the award.
The operator split is one sentence: a qualifying box plus the evidence that box requires. Waiting is not a box.
Item 16 is not a rumor. If you live or sleep in a place not meant for regular sleeping, a shelter or temporary motel, doubled up because you cannot keep a home, or you will lose housing or leave a shelter in the next 30 days — that is on the form. Give a point of contact VA can actually reach. The PDF’s instructions page does not demand a shelter letter. It does demand you complete Item 16, not skip it and hope “I’ve been waiting eight months” does the work.
GI Bill is a different desk. Page 2 of the PDF is explicit: if you are currently receiving GI Bill education benefits and you fit a Section III reason, call 1-888-GIBILL1 (1-888-442-4551) or Ask A Question at gibill.va.gov. Do not use 20-10207 for that.
The Board is a different age. 38 CFR 20.800(c) lets a case be advanced on the Board docket for serious illness, severe financial hardship, or other sufficient cause. “Advanced age” at the Board is 75 or more years. VBA’s form box is 85. A 76-year-old with a Board appeal files a written motion with the Board of Veterans’ Appeals, P.O. Box 27063, Washington, DC 20038 — not a VBA 20-10207 hoping the Regional Office treats 75 like 85.
This form does not file the underlying claim. An Intent to File still has to become a complete application. That stamp is on VA Intent to File 21-0966: Received vs Submitted. A Supplemental or Higher-Level Review is still the decision-review lane. That split is on VA 20-0995 vs 20-0996: You Cannot File Both. Stapling 20-10207 to the wrong lane does not convert the lane.
Do this today
- Confirm there is an existing claim, appeal, or decision review. Check status at VA.gov. If there is no claim, file the claim (or the Intent to File, then the complete application). 20-10207 is not the application.
- Open the August 2023 PDF and find your box. Homeless or at risk → Item 16, living-situation checkboxes, point of contact. Anything else → Item 17. If none of the boxes are true, do not file the form to “see if it helps.” It will not.
- Attach the evidence the instructions table names. Hardship: eviction, foreclosure, shutoff, collections. Terminal or ALS: the medical paper that actually says it. VSI/SI: DOD determination plus medical. POW / Purple Heart / Medal of Honor: DD-214 or the award record. Age 85: date of birth. If the proof is already in the VA file, say so. If it is sitting in a private clinic and you want VA to request it, that is 21-4142 plus 21-4142a, not a blank 20-10207.
- File online when you can. The form page’s online tool is request priority processing. Screenshot the confirmation. A saved draft is not a received request. The PDF’s own first instruction is still the phone: 1-800-827-1000 when you need immediate assistance.
- If you must mail: compensation to Department of Veterans Affairs, Compensation Intake Center, P.O. Box 4444, Janesville, WI 53547. Pension and survivors: Pension Intake Center, P.O. Box 5365, Janesville, WI 53547. Board: P.O. Box 27063, Washington, DC 20038. Fiduciary: Fiduciary Intake Center, P.O. Box 5211, Janesville, WI 53547. Paper is the date VA receives it, not the postmark. Certified mail with return receipt is how you prove receipt.
- Sign Item 19A. A third party who is not a POA, agent, or fiduciary also needs a VA Form 21-0845 of record — the 20-10207 PDF says a third-party signature will not be accepted without it. A VSO or accredited representative signs the POA block only if 21-22 or 21-22a is already of record.
- GI Bill: do not use this form. 1-888-442-4551.

What people get wrong
“My claim has been pending eight months, so I qualify.” Waiting is not a box. Item 16 and Item 17 are the boxes. The August 2023 PDF never lists processing time.
“I’ll file 20-10207 instead of the claim so they move faster.” The VA.gov title is “for an existing claim.” No claim, nothing to prioritize. File the 21-526EZ (or the correct survivors/pension form). Use an Intent to File if you still need the year. Then, if a box applies, file 20-10207 on that existing matter.
“I’m 76, so I check 85.” VBA’s box is 85. Board advancement under 20.800(c) is 75, by written motion to the Board, not by checking the wrong VBA box.
“I’m on the GI Bill and behind on rent, so this form.” Page 2: call 1-888-442-4551. 20-10207 is not the education desk.
“I checked hardship with no eviction, no shutoff, no collections.” The instructions table tells you what to send. A checked box with nothing behind it is how a priority request dies in development.
“Terminal means I feel bad.” The PDF wants medical evidence that the illness is terminal in nature. Feelings are not Item 17.
“My spouse can sign it because she handles my mail.” Third-party signature requires 21-0845 of record. POA signature requires 21-22 or 21-22a of record. The PDF says so in Sections VI and VII. A spouse without either is not a signer.
“I’ll attach 20-10207 to my Higher-Level Review so they consider my new records.” HLR still cannot consider new evidence. Priority on the wrong lane is still the wrong lane. New evidence is a Supplemental.
“Purple Heart at the hospital means VBA already flagged my claim.” VHA priority and VBA priority are different desks. The award belongs on this form (or already in the VBA file) if you want the claims flash.
A qualifying box plus the proof. An existing claim. Waiting is not a qualifier.
